Online scam today plays out freely across multiple services — from contact via social media and fake ads, to luring victims through direct messages (DMs) and video calls, to transfers through bank accounts and payment services. Scam groups constantly target the gaps in the ecosystem: when one platform strengthens its defenses, they simply move to another route. As a result, the siloed efforts of any single operator cannot fully stop this fluid threat. What is needed now is a collaborative platform through which all stakeholders work together to break the chain of harm.

Collaboration between domestic industry associations

The alliance operates in close collaboration with specialist bodies and industry associations working on online scam. The following organizations have already expressed their intent to cooperate with the alliance (alphabetical).

Advancing public-private collaboration
Aiming to fundamentally strengthen online scam countermeasures in Japan, the alliance will share information and collaborate closely with relevant ministries. Toward considering public-private measures and building an effective scam-signal sharing scheme, we will pursue optimal, cross-industry measures while drawing on the expertise of each ministry.

Purpose

A neutral, non-profit space for shared knowledge.

JASA took shape following dialogue at the “Anti-Scam Conference Japan” in May 2025 and discussions with organizations working on online scam, as a collaborative platform free from any particular vested interest. What is needed is a mechanism through which all stakeholders work together to break the chain of harm.

We structure challenges from operational, technical, and institutional viewpoints to pursue effective measures.

Global connectivity

We link with global anti-scam networks, seamlessly connecting knowledge at home and abroad.

Activities

Five activities to make our defenses comprehensive.

Across member organizations and companies, we advance anti-scam efforts on knowledge, technology, and policy fronts (all planned).

Sharing anti-scam intelligence

We build a framework to grasp cross-industry harm trends and to share scam cases and signals, leveraging tools such as the Global Signal Exchange (GSE).

Regular practitioner dialogue

Beyond individual members, we hold regular practitioner-level exchanges on the latest tactics and countermeasures (the council has started; monthly meetings are planned).

Public-private collaboration

Through dialogue with relevant ministries, we develop and advance effective measures.

Stronger international ties

We collaborate to detect the latest overseas tactics early and to build international deterrence.

Joint awareness activities

We run cross-industry campaigns to improve consumers’ digital literacy.

March 17, 2026

At an anti-scam awareness event co-hosted by Google LLC and NACS, a closed roundtable for industry stakeholders was held by the National Police Agency, the Financial Services Agency, JC3, NACS, and JTSA. Sharing of the alliance concept began.

May–August 2026

Published the press release and opened public calls for member organizations and supporting companies. Began a council of participating and collaborating members (monthly meetings planned). Started examining a signal-sharing framework leveraging GSE and methods for collecting consumer feedback.

August 26, 2026

“Anti-Scam Conference Japan 2026” to be held (planned). Reporting the alliance’s initial results and announcing partnerships with domestic and international initiatives.
